The judges declared the tariffs \u201cultra vires and contrary to law,\u201d emphasizing that IEEPA does not grant the president unchecked power to impose tariffs. They reaffirmed that Congress holds primary constitutional authority over tariffs, and Trump\u2019s actions lacked the required \u201cunusual and extraordinary threat\u201d justification.
