
Charlotte Russ and her family visited Pismo Beach, California, for a fun day out, during which her children collected 72 seashells. However, the shells were actually juvenile Pismo clams, and collecting them is illegal without a sport fishing license. Unaware of the law, Russ was confronted by the Department of Fish and Wildlife and issued an $88,000 fine. The clams, a protected species, are critical for local ecosystems and must grow to a certain size to spawn.
Russ was devastated, but fortunately, a local judge reduced the fine to $500 after learning about the mistake. Reflecting on the incident, Russ humorously got a shell tattoo to commemorate the ordeal. She now advises others to be mindful of local regulations at Pismo Beach and hopes that better signage will prevent future mistakes. In 2023, 58 similar citations were issued in the area. Despite the costly lesson, Russ and her kids have learned to differentiate between seashells and clams, and they now know to avoid collecting anything on the beach without permission.
