a public exhausted by permanent campaigning, even as he quietly frames himself as the natural heir if the administration succeeds.
At the same time, he is careful to reject entitlement.
He stresses that the nomination will not be “given” to him, nodding to a crowded Republican bench and a bruising primary yet to come.
